Meeting Highlights
Approval of Minutes: Previous meeting minutes were reviewed and approved.
Treasurer’s Report: Financial report presented by Joyce Bickel.
Board Appointment Update: Formal mayoral appointments are in progress, expected by May or June.
Mill Levy Overview: Matt reviewed the process and importance of Mill Levy funding.
Proposals
Hire a Block Manager: Proposed to oversee operations, manage service providers, and coordinate budget submission to DOLA/City, reducing the burden on business owners.
Hire a PR Firm: Suggested to promote the district via social media and other channels. Info gathering is underway; attendees agreed on the value of cross-promotion.
Operational & Maintenance Topics
Block Maintenance: Ongoing issues identified and prioritized.
Snow Removal Strategy: Two options discussed:
• Hire commercial snow service and sell the UTV
• Retain contract labor and keep the UTV
➡ Further research and cost analysis underway.
Landscaping Enhancements:
Group noted current mismatched planters give a “low-end” look.
The BID has a design plan with cohesive elements including pergolas and benches to create welcoming gathering areas.

Funding for Landscaping:
Efforts ongoing to secure General Obligation Bond funding from the City. Further discussion planned.
Merchant Feedback & Ideas
Concerns:
• Uneven walking surfaces (safety hazard)
• Dirty storefronts
• Businesses using public trash cans improperly
• FireFly event blocks access, reducing foot traffic and sales
Event Suggestions:
• First Friday or Sunday? Retail Nights
• Progressive Dinners at restaurants with live music
• Bring back the popular Holiday Walk
➡ Preference for events that avoid street closures and parking disruptions.
