1. Board of Directors Appointment
Vote to appoint five Board of Directors positions:
• Block Manager (President): This role requires someone with an active presence on the
block to oversee maintenance, hire service providers, manage snow removal, and
coordinate with the tree lighting and irrigation companies. The Block Manager will be
issued a BID credit card for purchases and will have access to an established list of
vendors.
• Treasurer: Responsible for bill payments, preparation, and submission of the annual
budget reports to DODA and the City of Denver. Current treasurer willing to continue
unless another candidate steps forward.
• Secretary: This individual will take meeting notes, oversee election procedures, and
coordinate required filings. Additional board members may assist with outreach and
research for funding solutions.
• Additional Board Members: These positions will contribute by networking with
contacts and identifying potential funding opportunities. This is crucial as the district
anticipates tree loss in the next three years, which will impact the area’s charm and
appeal.
2. Future Planning Considerations
To remain compliant with the Department of Local Affairs (DOLA) regulations, the Special
District must hold a formal elections for:
• Board Members
• Removing Term Limits: Necessary due to a limited number of available board
participants.
• TABOR Funding Increases (Odd Years Only): Essential for restoring lost funding
from 2023, obtaining a Bond for tree replacement project.
Election Process:
• Voters: Property and business owners within the BID.
• Voting Methods: Polling place or mail-in ballots.
• Timing: First Tuesday after the first Monday in May (excluding TABOR elections,
which occur in odd years).
• Deadline to Initiate: 150 days before the election.
Next Election Opportunity:
The 2025 deadline for a TABOR election was missed. The next opportunity begins on
December 5, 2026, for an election on May 4, 2027.
This timeline ensures continued compliance and funding stability.
Financial Considerations:
We face an annual shortfall of $17,000 until a successful TABOR election can restore funding.
3. Tree Replacement and Landscaping Plan
The landscaping plan is nearing completion and will be discussed at the next meeting. Denver
Foresters and Arborists estimate our trees have an average lifespan of three years remaining.
Potential funding solutions:
• Bond Issuance: Financing large capital projects through property tax revenue (requires
voter approval).
• Special Sales Tax Increase for the District: Currently not permitted by DOLA. Further
research needed to find out how the city of Meade and other shopping centers
implemented a sales for infrastructure improvements.
• Legal Consultation: Board members with attorney connections are encouraged to seek
advice on available funding mechanisms.
• Intergovernmental Agreements & Grants: Coordination with the National Special
Districts Association for funding opportunities.
